New European project on tourist tax seeks Dutch destinations

A new international research initiative on tourist tax and tourism levies has been launched. Led by GroupNAO, the project is conducting a comprehensive analysis of the effects, functioning and strategic use of tourist taxes in European urban destinations.

The Dutch Centre of Expertise Leisure, Tourism & Hospitality (CELTH) is involved in this research as an academic partner and is providing the scientific underpinning for the study.

The ambition

The project is still in its initial phase and focuses on forming a coalition of cities and destinations that wish to actively contribute to knowledge development on this theme. The ambition is to provide, for the first time on a larger scale, insight into the direct impact of tourist taxes on tourism development in Europe. Questions the researchers are asking include:

  • What models of tourist tax exist in Europe?
  • What are the mechanisms behind these models?
  • Does levying tourist tax help to solve the problems caused in part by tourism?
  • Which models of tourist tax have the greatest local impact?
  • How can cities learn from each other’s funding models?

Opportunities for Dutch destinations

For Dutch municipalities and DMO’s, participation offers the opportunity to help shape new insights into tourism financing, value creation and reinvestment. Participating parties will gain access to, amongst other things, a European overview of tourist tax systems, practical case studies and joint knowledge-sharing sessions, followed by a white paper containing policy and strategic recommendations. 

Through this project, GroupNAO aims to contribute to a better understanding of how tourist tax can be used as a tool for sustainable destination development and the structural financing of tourism. At the same time, participating cities and regions will have the opportunity to learn from one another and work together on new models for tourism value creation.
